Typically, officials would take out loans for back pay on employees. My recommendation is to issue a bond and dividen package instead that can defend itself against compound interest and refinancing. Once things are balanced, they've (bonds) matured, there should be some stability in Juba.

How do you not pay workers for 9 months and they still working I don’t understand that how can they survive.
