For non negative marking questions, I prefer to mark the most unpopular choice that I have answered till now, instead of the most popular one, like you suggested. Why? - Because I feel that any decent level examination would want their choices to be more uniformly distributed than skewed. Again, this can't be proved, but has worked well for me in the past.
