If the reasons the devs removed it were because it was "a man being sad at his dead dog is too dark and depressing", I wouldn't blame them.
This reminds me of another video I watched that showcased cut dialogue from Modern Warfare 2 (2009), specifically the mission "Of Their Own Accord."
During the mission, you come across a room with a .50 Cal sniper rifle and Javelin AGM missiles, and you're supposed to use them against air and ground vehicles attacking an evacuation station at the Washington Memorial. The commander of the evac station will radio in where the enemy is approaching from.
What you don't hear (what was cut) is if you take too long to eliminate the enemy, as time goes on and the site loses combat effectiveness, the commander will give increasingly desperate radio calls, culminating in screaming civilians being audible as the site gets overrun.
I can understand why it was cut. Unless there is a point to doing so (like in the "No Russian" mission from the same game, or Spec Ops: The Line in general), most devs want to avoid impressing too much of that kind of discomfort and misery on the player.

I don't know why I laughed though. Lamar always give me that "funny" feeling even if he is sad though. He is always that character that helps us create the immersion while going through Franklin campaign.
