i have a directx 12 as well but when i want to open gta san andreas it says gta sa needs at least directx version 9

Please help me here because it is saying "A dsd11-compatible gpu (feature Level 11.0, shader model 5.0) is required to run the engine " when I have directX 12 and the feature level of 11_0. Any help will be fantastic I have watched all the yt vids and this is my last hope. I play fortnite and rocket league fortnite won't open but rocket league will but rocket leagues fps drops down to 10 or even 5 please please help me 🙏
