just 1 problem: oil isn't extinguished by water...

Wrong sequencing. First the alarm sound then circuit breaker shut down all machineries in that location, then open ventilation to maximum, then sound larger alerm to get people move away, then when motion detect no human then it activate extreme water or cccf or foam depending on type of fire : alpha use water, bravo use cccf of foam, electric charlie use cccf or foam
