The have eliminated cookies, let there be no doubt about it. But they have done it in a way to outwit the European regulators. Most users will opt out of cookies because Google has manipulated them to do so - therefore it would achieve their goal by default.

that's the worst description of a cookie, ever.
they are none of those things.
they are just a piece of data that is retained in your browser. for example: when you log in to your bank, a cookie is used to signal to your bank that it's you, logged in, using the browser you're currently using on the device you're currently using.
yes, certain cookies CAN be used to track you. the cookie stays, even when you switch sites. the new site can, if it knows what to ask for, tell your browser to send the cookie.
those cookies are also how you can use your google, or your facebook, or your microsoft, or your apple login to access other sites, instead of having to have separate logins for each one.
