For what it is, I think this set is actually really good! The design of the boat is charming for such a small size, and I like that it comes with the minifig accessories. I also like the simple but functional design of the buggy and trailer, and the colour scheme of the set just looks nice to me. The addition of a shark is superb for a cheap set like this, the only thing missing is a figure on a surfboard or something who might need saving, but then of course that would bring the set over $10!

I think the set is a good set, is small, but it has some good builds, and the figure is cool, and is nice to have the shark

You can pick up these small sets in Australia at Kmart for $9, which is cheaper than U.S. price somehow (they retail for $15.99 at the Lego store here 👍).
