I never saw you run locale-gen during the chroot. Perhaps systemd runs it during 1st boot.

is it possible to install windows? I tried to download the ARM version but I don't know if it's compatible, or I'm configuring the Proxmox wrong.

Hmmmm. I’ve been wanting PBS on Pi - wonder if that’s possible. Proxmox Backup Server.

for more pi spam go see jeff geerling - objectively speaking a refurb will be half the price of a pi and you will get 4x memory and much more ipc and iops plus expandability and cheap parts - the next gen pi may be a better option in 6 mos and choosing arch is really only for diehard linux fans - other os will be much less of a pain to install - like debian arm...the pihole is great for a pihole and it uses very little electricity...try harder and be more objective - think about nano pi options that use better arm processors - you get more options with rk3588 and there are even opnsense builds
