I have a clear hose below it, is it OK to put warm water/soap solution down it or should I just change it?

Are you sure that you only open a 1/4 turn on a 1/4 turn shutoff? I think you may be confused and are guiding us with incorrect procedure. I believe the shutoff should be fully open, which would be a 1/4 turn. I hope this makes sense to you.

Please know water filters should NOT be cleaned. They are made of a metal base with a hydrophilic coating that holds water. To clean the filter means you also remove the coating that actually holds the water while hot air is sent through the pad. With no water (metal does not hold water) you do not get humidification.
