if anyone has this problem when making a server (newer version 18.0.1.1),

1. Go into Windows Search and type "Configure Java" (without apostrophes ofc)
2. Open program then go to Java tab
3. Click "View"
4. Click "Find"
5. Go to C: Drive > Program Files > Java > jdk-18.0.1.1 > bin.
6. Click "Next" and it should detect it automatically.
7. Click "Finish"
8. Voilla! You should now be able to make a server from the server .jar file!

How. I did evrything you said and opened minecraft then the regular launcher just opened instead :|
