This phenomena is called resonance.
When the frequency of the external acting force that is ur voice is equal to natural frequency of the vibrating body that is the vine glass it starts vibrating in a very high amplitude and hence the glass breaks.

To break the glass you need to sing at the natural pitch of the glass. To do this tap the glass with a spoon, listen to the sound it makes and get as close as possible to that sound with your voice

I broken glass with my clarinet. You put a pencil in the glass, then when you play and the pencil shakes, you know you’re on the right note. Very fun to do, but don’t recommend☺️
