It took so long to find this video. After looking at several videos and reading over a dozen articles on how to do this over the last 3 days, The first way you described worked perfectly. You're the man!

To anyone that is having issue's with their Public IP not changing after following the directions in this video and have a separate Modem and Router, be sure to Clone the MAC address first while inside your router settings and apply changes, followed by factory resetting your modem after doing so. This should almost guarantee your Public IP to be successfully changed. I hope this helps!

Here is the basic info: You have to have a router that allows the MAC address of the router to be changed.
Be sure to save the old MAC address in case there is any problem. Take a picture
of your original router setup before the change..

Once the MAC address is changed power down the cable modem and router to
reboot them. You should have a new IP Address after this.

At first it did not work for me but all I had to do was unplug the router and whatever that smaller thing next to it that has something to do with the internet is called, leave it unplugged for a minute and my IP was changed! I'm currently being throttled by my internet ISP. I was told changing the IP address fixes this, but I want to know if I should be cautioned about anything. Are there certain sites, games, etc. that need the IP address to stay the same in order to work? Will I lose anything at all by changing my IP address?

The idea behind this is that you're forcing your ISP to assign an IP address to your "new" device that it is now detecting.
