I think Jacko's technique was much better when he was a youth champion as he was able to really sprint through the throw and gain a tremendous amount of speed. He also used to have a more glide like finish a very good block.

Many of us thought he would be putting the 16lb this distance when older but Crouser took the reigns

Excellent comment above. Speed of dispatch, power coming off legs and lowered body in final arm last-and-fast whip is awesome

I see it differently. His technique has remained essentially the same and that's the problem imv. He has too short a finish - too short a hit - which was fine with the lighter shot, where a very fast punch was feasible and worked for him. With the heavier shot it's not, and he needs a more linear component to the last half of the throw, like Walsh, Crouser etc, all of whom have a better blend of rotation + linear. If he could arrive at the front of the circle with the shot much further back in the circle so he can drive it over a long distance before release he may be able to achieve greater distances. However, given the many thousands of throws he's executed using that short, fast finish it might be the case that he'll find it very difficult to amend his technique to incorporate a longer, more linear finish. Walsh's very efficient technique appears to me to be the reason he overtook JG, despite Gill having probably enough natural speed to throw it further.
