I bought a BALI rolling shade from Home depot that is WAY too long. I there a way to short (cut down) some of the fabric?

No matter how much tape I put, it doesn't seem to do anything. Mine seems to be ok when fully open and gets worse as it reaches the top

This is some sort of witchcraft. A tiny piece of tape fixed what a dozen re-alignments of the blinds could not!
