The thermal conductivity of a material is a measure of its ability to a particular material conduct heat. It is commonly denoted by

Heat transfer occurs at a lower rate in materials of low thermal conductivity than in materials of high thermal conductivity. For instance, metals typically have high thermal conductivity and are very efficient at conducting heat, while the opposite is true for insulating materials like Rockwool or Styrofoam. Correspondingly, materials of high thermal conductivity are widely used in heat sink applications, and materials of low thermal conductivity are used as thermal insulation. The reciprocal of thermal conductivity is called thermal resistivity.

The reason for this is:
The metal part on top of cpu is called the integrated heat spreader or IHS. It is very smooth and thermally conductive, ice does not melt from the temperature but from the rate of transfer of heat, that means a colder object with a faster rate of heat transfer will melt ice quicker as compared to a hotter object with slower rate of transfer of heat. But after the ice is melted, the temperature of water depends on the temperature of other object (from 1st law of thermodynamics)

Applying force to ice (H2O) generally decreases its melting point temperature. Also the ice was taking heat from your fingers to melt. Thus, it melted faster.

But the actually reason is the temperature of the metal (CPU) is although equals to room temp but due to high specific heat capacity of metal it had absorbed more heat to get into that temp which get transfered to ice and thus ice melts faster
