Saber is a lifesaver. One thing you might want to add for extra realism is a 'neon tube off' underlayer so it looks like it's flickering on from an actual object instead of popping in from nothing.

Do you have a tutorial for moving neon outline text effect? The outline looks non continous and moving alongside the text's outline path
