23:07 The skittles expand because they're freeze dried. The freeze drying process uses vacuum, and this makes the tiny air bubbles inside the Skittles expand and they 'explode', the freeze drying then sets them that way by removing the water - or that's my educated guess anyway.

So they've basically been frozen and placed in a vaccum to draw out the moisture. They taste like plain Skittles, just light and fluffy.
