Before watching the video, I did this in my head:

L = 3w - 2
3w -2 + w = 30
4w -2 .= 30
4w = 32
w = 8

L = 3w - 2 >> 3(8)=24 >> 24 - 2 = 22

L = 22; w = 8

P = 2L + 2w
2(22 + 8) = 60
44 + 16 = 60

Again, this expert will try his best to solve this.
2(3w-2)+2w = 60
6w-4+2w = 60
8w-4 = 60
8w-4+4 = 60+4
8w = 64
8w/8 = 64/8
w = 8
If the width is 8, then the length is
3*8-2
= 24-2
= 22
Check:
22*2+8*2
= 44+16
= 60

Let's do this .. and then watch your video
Call the width W and the length 3W - 2
and the perimeter is 60 .. which is the width twice plus the length twice
So W + W + 3W - 2 + 3W - 2 = 60
8W - 4 = 60
8W = 60 + 4
8W = 64 W = 8
So the width is 8 and the length is 3 x 8 - 2 = 22
Check 8 + 8 + 22 + 22 = 60 YES !
