How to fix a Vertical Blind or Veri Shade that is not rotating.

Can I do this by just removing the blinds so I have access to that one that’s not twisting, or do I have to remove the whole bracket off the window ?

Hi, what if they all partially turn 2cm and then stop? Wand seems okay. Long roller inside works and turns 3 times then stops and wont turn anymore so they only open blinds a little bit. Thank you!
