This symbol is a part of ancient Turkic belief system called Nazar 🧿 Nomadic Turks would believe that this eye would attract every bad energy coming from people around, like envy, bad intentions or bad wishes for you and break. When people envy you or even unintentionally covet you according to Turkic culture you would be undirectly harmed in some way due to their bad thoughts about you. This is of course not aligned with Islamic teachings but I think people can proceed keeping their cultural values. Today Turkic people generally use it for decorative purposes.
