Dee Jay had an American accent in the movie English dub. 90s dubbers didn't give a phvk.

The lack of an English accent is just a mistake of the dub. They omitted DeeJay's Jamaican accent in that dub as well. That includes her X-men VS Street Fighter voice. They must have picked up any native English speaker in Japan they could to voice Cammy without thinking of an accent. Sense Cammy had amnesia, it makes sense that when she became self-aware, she adopted the accent and customs of the people around her.

TL:DR (taken from personal knowledge of street fighter and cammy)

Cammy is a clone of M.Bison. she was basically suppose to be a body for him in case he dies. Shadowloo would have M. Bison uploaded into Cammy's body. Cammy is also one of the dolls which means she acts robotically until she gains conscious of who is is by the help of Dhalsim. She eventuallys collapse after the defeat of M. Bison and was brought to MI6 in London which explains her accent. She also has no idea who she was orignally due to amnesia.

Since she’s a clone of Bison we don’t have a clue about her race since he’s kept “unknown” firmly in his bio for decades. I’d wager her quickly gaining the accent is some sort of blending mechanism planted by shadaloo

As Blanka fights in Brazil but is not Brazilian, one can assume that she is stablished in England, but is not British herself.

Dee Jay didn't speak Jamaican in Street Fighter II: The Movie nor Dhalsim spoke Indian every character spoke with an American accent.

To be fair, everybody in Street Fighter II: The Animated Movie and Street Fighter II V had American accents. Even DJ sounded like he was from the US, rather than sounding Jamaican like he's supposed to be.
