Some people say to rake the forest does help to protect against fire but I don't think that is completely right because the soil and the forest need biomass. The real problem is that the soil abilities are weakened. A dry and hard soil can not or at least very slowly soaking up water /rain/moisture. Dead grass is a very easy start to form a fire but why is it still there and not grazed by livestock or wildlife? The plants dying over time and erosion, flooding and other bad things can easier occur. I did a very small experiment myself at a very dry spot in my garden. There was only brown and dead plants and almost bare ground. I used a sickle and cut off the plants in the similar fashion as a lawn mower does it. Until this time it hadn't rained almost nothing in weeks and it was hot. Finally we got just a bit rain and this very spot almost exploded with new deep fresh green plants /grass. Just next to it was normal lawn and it just looks like before the rain, still a bit green but more on the edge of brown!
