For me it always seems easier to hem sleeves before attaching them to the blouse, so the fabric piece is still flat and you don't have to wrestle the whole garment around and sew in the tiny armhole. Some might also find the peplum easier to hem while flat.
To hem the peplum first, it may be best to sew the front and back peplum pieces together into a large circle, so the hem will match at the seams. Then finish the top of the bodice separately, and add the peplum to the bodice as the last step.

I have always heard it helps, when sewing gathered fabric to non-gathered fabric, to put the gathered side down towards the feed dogs so they can help grab and pull it along, while the non-gathered fabric glides under the presser foot.
