Chaos Dot Lich Dawn of the Hunt Leaguestart Plan

I will be making daily update videos fleshing out a planner / pob for the character so if you want to follow along with the build that will be there. I promise nothing in terms of the build working as this is fairly uncharted territory as i did not play chaos dot skills before this patch.

Last time I tested it (long time ago I admit) decaying hex didn't scale with anything. not supports, not generic damage increases, not anything. Having decent base damage isn't that great if the base damage is your final damage.
