They might set up mini-empires within the Imperium with the DA, Ultra, and Blood Angels chapters being the figureheads and their extended bloodlines forming up into demi-legions of their own. This would let them work together while also operating with their sectors in mind — maybe Dorn returns with a new hand and takes up a 4th based on his extended line & is based in on Terra — then you have a mixed bag and can have the DA (and maybe Space Wolves / White Scars if their primarchs also return) be the legions on the move in the narrative fighting back while Rowboat, Dorn, and Primaris Dante/Mephiston are holding the line and defending the worlds they haven’t lost yet

Which would lessen the need for newer chapters cause GW knows how facking many of them are and don't have a COLOR scheme
