Not only was Michael most likely immobilized by fear, but in most portraits, he was chained or roped by large wires which forbade him from moving.

To avoid the scooper, just lay down. From what i know, it can only strike a standing target, which is why the shells of the robots after being scooped werent damaged

Another option is moving slightly to your left and or right to be out of range of said scooper

Fear can immobilize a person. Although it doesn’t make sense that the moment you get scooped is frightful enough to keep you from dodging when you spend the entire game being harassed by terrifying machines
