Tactics change.
I remember business insider saying American tactics failed.
It didn't fail, but circumstances have changed to where that tactic is noblonger needed as a new tactic is required while suffering the minimal casualties and causing as many casualties. Essentially, luring them out and bleeding them out.
They got defenses, but they still want to push forward while also taking out key targets.
Bait them into thinking they have the upper hand and strike.
It's slow, but it's better than throwing a bunch of expensive armored vehicles only for them to run in a mine field and then get shelled from russian artillery.

Cities like bakhmut and rest are important for both the parties fighting as they could store troops, ammunition and other supplies and are also useful for supplying other frontlines as they have paved roads and even have buildings still standing after taking so many bombs, missiles and artillery rounds

And offcourse no one likes to fight in open grounds

I still don’t see the strategic importance of Bakmut. It made some sense when Ukraine was forcing Russia to grind for it but now Ukraine is going to do the same thing?
