"Strategic ties" was used in Xi's speech. While "strategic" can mean many things it's a VERY strong word in Geopolitics where EVERY word is carefully chosen. "Strategic" usual includes not only the money but China working with Africa, for example, to mitigate the importation of crime and terrorism by the west or anyone else who threatens China-Africa interests. China needs Africa. Africa needs China. And both agree to focus on dealing with threats to their mutual interests. That's what I got out of this and words like "pivotal", "strategic", etc. This won't stop racist, colonial schemes, but the subtle warnings are out there.

The timing for China is paramount. US is fighting over who run the country and EU involved in Ukraine, India running around Asia looking for business from Brunei and Singapore, China take the cake with Africa without interruptions and distractions. As always the 51 Billions are meant for infarstructure to connect inter African nations and more port facilities, airports etc... plenty of jobs to go round for the unemployed.
