A lot of people including me can’t create childs account. If you go through the google menu and do it(click the blue create account from the google screen) it will let you. Not the create account at the bottom of the screen the blue writing on the google menu. I finally got it.

Rhis is lees than half the process. Next it asks for a phone number to verify, but if you give your own number, you can't also use that number on the account that manages the child account. What the hell google
