How to create Gmail and google account on laptop PC

Hello. I am trying to make another google account for personal uses but when it comes to phone number, even though I am typing the correct phone number, google is saying "This phone number is not valid" or "this phone number can't be used for verification" things like this, I tried with 2 other phone numbers but the results are same. Does anyone know what is happening?
