Icebind and Aether Dart do a little more than just the damage - turning on Waning Moon reliably on their turn is a big deal for value trading. In sealed particularly, having critical mass of blue NAAs is a big deal to keep up that play pattern of arsenal a blue and Waning Moon on their turn.

Legendary equipment, which is pretty much a requirement to optimize your deck and get the most out of this game is just too damn expensive.
