The 'Motti' tactic is a type of 'Defeat in Detail', a strategy where a smaller force is able to overcome a larger one by separating and attacking the components of the larger force individually. For the 'Motti' specifically, the Soviet reliance on roads to transport their armour and supplies through the densely forested Finnish borderlands made them very vulnerable.

The Finns used their knowledge of the terrain, better
winter gear and soldiers experienced with long treks through the woods to attack the weakest points of the Soviet line practically at will, striking and then disappearing into the forest before the superior Soviet artillery and tanks could catch them out.

Finland has been preparing for a next Russian invasion for decades. They are well prepared, even with a small population of just 5, 5 million. Both men and women have armed duties, and get regular courses in later years. Finland can get nearly a million people under arms.
All their bigger cities are equipped with vast underground shelters with supplies for food, water, medical supplies and such for six months.
Now these shelters are used as children's playgrounds and for festivals, but you do not want to mess with these people.
