Actually its becuse the world government wants to hide the truth about the void century and the fruit so if they make his bounty 5b+ the world will be suspicious in the world government that they are hiding something so important that make them want to get luffy's head so much

They didn't know that Law and Kid defeated Big Mom and Luffy defeated Kaido so they put their bounties as an equal of 3 billion berries.
