Over here just right click and select add cover art from file.
Find the image and just open it.

for anyone saying that the image isnt saving for them, try adding a comment or changing some other part of the meta data. once you do this you should see a new button appear next to close

This method doesn't save. When you close VLC the image is gone. I'll look for a better solution and report back.
