All the back budding appears to be from the whorls, so it will be interesting to see in the future if you can get back budding from a whorl that has had all the branches removed. This would probably help to avoid inverse taper?

I’m curious about the brown yet supple needle growth as well! It’s been going on for two + years but doesn’t kill the tree? Did I understand that correctly? That’s crazy.
