The significance of Russia's new weapon is not that it can carry nuclear warheads. Russia already has lots of nuclear missiles and the MAD principle still holds.

It's that it can be used as a conventional weapon with a range of a few thousand miles. So it can hit targets in European countries who are supplying weapons to Ukraine. Like the UK for example.

I think it would take a lot more provocation to make Russia do this but this is what they are threatening. Because it is ballistic it probably could not be stopped (unlike cruise missiles).
