This game seems to have a lot of French stuff despite being in a Japan based region. Lucas' hat, Fantina, kind of Dawn's hat, etc.

Maybe they were planning Kalos all the way back then and someone was like "Nah, Murica first! Twice!"

You can actually catch a gible earlier than the elite four but you need the 6th gym badge for strength
