I changed it to window xp and it didn't work. Then i changed back to window 8 and tried again. And it worked :3

This is not a fix. The trick is you use administrator privilege to avoid the problem which should not be a fix at all. It only introduces more control from Steam into your system, no good. And the problem I experienced was the Steam even tries to force users online even in offline mode.
