Russia has accused the U.S. of arrogance for demanding that Russian service personnel leave Venezuela. Moscow says it has sent specialists to Caracas as part of a normal bilateral arrangement. It also says it has no plans for military intervention and its troops will stay in Venezuela "for as long as needed."
