This was a very smart move.
Give the creative crowd the tool and let them do whatever they want, and if they release something commercial then take a 5% royalty. No burden on single developers and if someone generates profit then you will take what is yours.
It's a win-win solution.

This has probably been the best news all year, I've wanted to be able to play around with the unreal engine but not had the means to do so. This will really help a lot of young developers wanting to break into the game industry.

Oh, man, I remember back in 2001 I first heard about game engines but they were so elusive you couldn't find anything online. Not even pirated versions of it. I only knew some schools had UDK. I really wanted to play with one but couldn't find, and there were just some forum threads telling you to "learn to code and build your own 3D engine", go figure.

Fast forward some years and now they are now pretty much free to download and use? This is mind boggling to me.
