In Pokemon Masters Ex, Volo gets surprised when N said his Togepi loves him, and that Volo treats Togepi really well
I guess he didn't even know that, judging by his surprised look.

The only person Volo was really lying to, was himself. Something in his Past hurt him so badly, that he took a dark path to cope with it. Yes, he used us and his Pokémon to try to achieve his goal, but I believe, deep down, he really cared about us, but it was easier for him state otherwise, to protect his heart from whatever he had previously experienced. If we had a choice, I would've given Volo the Plates and helped him with whatever he needed, which includes a hug. 💛 There's no reason we both couldn't meet Arceus together. He just wasn't ready to trust and open his heart again, yet. 💛 I'll stand by him always. 💙

One theory I’ve seen is that the spooky plate Volo has allowed Giratina to slowly corrupt and twist his mind, it merely was amplified tenfold once the player arrived in Hisui, as it had pissed giratina off enough to finally do something about it.

Interestingly enough, in Pokémon Masters EX, N says that Volo's Togepi cares deeply about him, so yeah it seems like they have a close bond.

You know... His motivation is effectively just to make the world better right? He doesnt indicate that he actually wants anything bad to happen, nor does he indicate that his pokemon are tools.

My theory is that he's a pokemon wielder because he's capable of commanding more pokemon than anyone in the main series games. It may only be 7, but even in modern pokemon days only a select few people have full teams of 6. The player, the champion, maybe the rival, and BW2's challenge mode Elite 4

He is not a Pokémon trainer because he raises Pokémon, he is a Pokémon wielder because he has gained such an immense trust and forged an unbreakable bond with his Pokémon that they too share his vision and will fight for it until the bitter end. Wielding doesn’t always imply aggression, but you can wield in defense.

While I do agree there are two things to think about with this, first off while yes roselia does come from a friendship evolution you can also find wild roselia already evolved, and while much more rare the same can go for Lucario, so without having seen him with a riolu or a budew togepi is the only one we can fully confirm he evolved through friendship
