Just lower down the steam pressure at 3psi. Change steam trap at tenants apartments. Adjust the amount of steam going into the building by updating zone valve software and hardware and add thermostatis valve at first 5 floor of each building. And you guys will save 30% to 40% of gas being spent by boiler. Pvi unit for hot water can operate in 3 psi if heat exchange is made properly. Think bunch of clowns
