WoU wins. Not because GER isn't overpowered, but because RTZ wont work on it. in order for RTZ to activate an action needs to be taken against it, but Tooru isn't doing anything, he isn't activating his stand. WoU is literally a force of nature that only applies to people who consciously choose to pursue Tooru, so any time it activates it does so because the pursuer chose to pursue. Essentially, its their own fault and action if WoU activates, not Tooru's. If Giorno chose to fight Tooru, that would be like Giorno actively walking into a hurricane. Tooru didn't take any action, so GER doesn't have any actions that it can reverse. If GER works on its user, than it can revert Giorno back to before he started pursuing Tooru, but that would mean that this would be a draw, since after that Giorno would never be able to fight him again without entering the flow of calamity.
