Regardless of what you think of the Leaf, we are given only their perspective for the most part, so it’s important here to not lose sight of that. The Leaf wouldn’t be “inherently” more important than any other village or nation…so Danzo just being awful because it is “good for the leaf” is a pretty shallow justification.

IMO he is way more evil….and more classically evil.

This dude is angry, and wanted revenge. A good person can feel and act that way but Danzo had very few “personal” reasons to push him down the path he chose. To me that makes him way more evil than anyone else in Naruto, at least as far as we are shown. He is like Orochimaru + a fascist dictator.
