Sega Master System ll AV Mod Only Working With RF Cable Plugged Into TV

This sega master system 2 that I have put the av mod on is only working if the rf cable is plugged into the tv at the same time... Kind of like the ground isn't connected without it. I will keep trying to figure it out.
