African civilization vs. European civilization

While Africa is the wealthiest Continent on this Planet, it relies on the giving hand of the West.
But is Africa despite its poverty uncivilized or is it the opposite...?

Just take two smaller very economically advanced European countries Austria and Sweden with a combined population of 17.5 million people to the whole Arab world, Sub Sahara Africa, Afghanistan, Pakistan, Bangladesh, Haiti, Sri Lanka, Central America, Cambodia, Nepal etc with a combined population of over a billion people. Austria and Sweden EACH have more high tech industries, manufacturing industries, many more top universities, more modern infrastructure, much higher standard of living and much superior literacy levels than all those third world countries I mentioned combined! Could've used other very successful very advanced smaller European countries for comparison like Norway, Denmark, Finland, Slovenia, Iceland, Ireland, Belgium, Netherlands, Luxembourg, Liechtenstein, Czech Republic, Estonia, Switzerland and the South Tyrol if it was an independent country.
