Going by the plaque in Arkham City that reads November 19th 1 (the rest of this part is destroyed), and the main cars used in Knight being based off cars from '68-'82, I feel like it's set in the 90's with City and Knight being around 2000 at the latest.

To explain all the modern tech and cars you see (like Catwoman using a smartphone at the start of City), Comics, Batman, and to throw you off.

These dates are wrong. Arkham origins takes place in 2008, asylum in 2016, city in 2017, knight in 2018, and kill the justice league in 2023.
