I never understood why the fleet was based in a remote and barren harbor. I assume it was to make sure the sailors were always close (no where to go), or on the ships, in case the fleet had to sail in a hurry.

When I was sailor, we were ordered to do "make work" to waste our time. I bet the fleet sailors in Scapa Flow wasted lots of time in "make work."
