In our country, the more abusive and bully you are, the brighter is your career in politics.

This is a complicated story. Rishi Sunak has a lot of credibility because he's not as stunningly incompetent as Liz Truss but that's not a very high bar. His cabinet was clearly designed to appease various factions rather than appointing the best people for the job. Though even a meritorious approach would be difficult consider the current crop of MPs.

Dominic Raab was not a brilliant politician, he's probably best known for the sun lounger debacle, but still was important enough to put into government. Except pretty much his entire tenure under Rishi these reports of bullying have been in the news.

Boris has a minister found guilty of bullying but kept her around and got rid of the investigator instead. Rishi keeps on insisting ministers facing serious allegations need to go through some imaginary process before he can act.

Which, as an outsider, makes his coalition look pretty unstable. Yes he crushed the Boris rebellion and has climbed back in the polls from Truss but he's keeping terrible MPs around.

It's possible he is just out of competent Tories, the party is in state, but he doesn't actually need a Deputy so why did he keep Raab? Why the delay between the report and him taking action?

Stories like this are important because of much bigger issues and factors at play it's just you need to be following all the drama to understand the importance.

He probably has a short fuse when it comes to incompetence. Maybe he is difficult and demanding but in contrast to the PM he has a very clear way to what is needed. They complemented each other and were capable to govern successfully. This is a victory for the opposition not for the nation.
