For megabuilds like this:

1) avoid 4 way intersections on collectors and arterial roads. Three way junctions are more efficient because there are less cources of conflicts (left hand turns). Roundabouts can sometimes let you have a 4-way, but at that point it might be better to make a mini interchange.

2) instead of having a train yard be parrallel to the road, add a perpendicular road where the trucks exit and enter. Increases through put by not waiting 3 seconds for trucks to turn into the train yard.

2) using local roads with medians to prevent left hand turns in or out of buildings can help congestion.

3)great use of train lines and one ways! Be careful when two juntions are too close though. They are too close whenever a full length train cannot sit comfortably between the junctions while another train is crossing the junction.

4) this is more of a personal opinion, but having a smaller, more modular design could be more efficient. According to Nefai's optimal extraction to processing on reddit, 1 large rig should feed 2 waste oil refining plant or two Naphta Craker plants. Arrange them how you want as long as it is tileable. Im imaging a simple line. Waste, rig, Naphta. They should have their own local road network that feeds to a collector but not an arterial. Copy and paste down the row. For the column, offset this down by 1/2 the length of this modular design.
